Because to use Place Anywhere in a custom settlement you have to activate the workshop by actually pressing A on the workbench, if you enter build mode by holding Select Place Anywhere won't work and hitting X will just scrap stuff. Ive tried looking for a mod that lets you place items from the workshop bench in settlements anywhere you like, but the only ones i have found require DLC, so thats no good to me. Build anywhere could also mean place anywhere in which case that is a mod that will let you put items anywhere in a settlement without restriction. I think that I downloaded the hotkey version.
